Heat a little oil in a wide-bottomed skillet over medium heat and cook the onion until starting to soften.
Add in the ground beef and cook until browned.
Add in the diced carrots, water, cabbage, mushrooms, diced pepper, soy sauce, and seasoning packet from the noodles.
Break the noodles into small pieces and add to the pan with the beef and vegetables.
Cover and cook for around 8–10 minutes until the liquid is absorbed and the vegetables and noodles are tender.
Serve with some sliced scallions if desired and perhaps a splash of sweet chili sauce.
